Water Temperatures in the Ocean - How to lower it to 16 degrees to solidify vinegar

Ideas on how to lower the temp in the ocean to solidify the vinegar once the oil sticks to it.

Measuring earth's conditions can this be used in the ocean to look for pressure points for the oil?

If it's leaking 200,000 gallons per day (reported on CNN) then it must have a form of pressure pushing it.  Look for where the greatest pressure would be in the oil network and you will find where it's spilling into the Ocean.
